The statute institutionalized a form of rule that, while preserving some communal structures (like councils and magistracies), placed real power in the hands of a signore, or lord - likely under the influence of the Visconti of Milan, who would come to dominate Bergamo later in the 14th century. Further chapters delve into the development of the city’s political institutions, such as the rise of sworn communal associations, the formulation of the Statutum Vetus, and the emergence of the podestà system. The book also explores the transformation of the criminal justice system up to 1230, highlighting reforms in laws relating to offenses like injuria.
