Commissioned by President Lyndon B. Johnson and completed under President Richard Nixon, the report examines the effects of pornography on individuals and society. The key—and controversial—conclusion was that exposure to sexually explicit material did not cause harmful effects on behavior or morality in adults or juveniles. The report recommended decriminalizing the private use and distribution of adult pornography, excluding materials involving minors or coercion. Unfortunately its findings clashed with conservative values, and President Nixon publicly rejected the report, calling for stricter enforcement of obscenity laws. The backlash was swift and intense, leading to the report being largely ignored in policy-making. Despite this, the Commission’s work remains historically significant for its defense of free expression and evidence-based analysis.
