  • Extra informatie: From the publisher : The first condition which a representative body should meet is that it should be truly representative. A fundamental requirement for an electoral system therefore is that the political currents in a nation, in accordance with their importance, shall find their way into the representative body. If an electoral system is such that it strangles and murders a political party of the volume and importance that Liberalism still forms in England at the present day, it is condemned for this reason alone. The main purpose of this little book will have been attained if the interested reader has become aware of the fact that the choice of an electoral system and of its constituent parts is determined by a large number of factors of a sociological and psychological nature, which differ from country to country. This choice involves more wisdom and more insight than are required to divide the country into rather arbitrary compartments and to lay down that in such a compartment candidate A is elected because he has more votes than another candidate.
