In the proceedings of its Councils can be seen the degree of self-government possessed by each colony; in them is mirrored in lively colours the character and capacities of the leaders of the various groups, In this series, edited by Miss Margery Perham under the auspices of Nuffield College, the governments of some of the leading Colonies will be presented through a study of the structure and debates of their legislative councils. The first of these will be Mr. Wight's book upon the Gold Coast. Mr. Wight's brilliant study in this volume is introductory. These councils cannot be understood apart from the long and complex evolution of the institution which began in the earliest days of colonization in America and ran parallel with the development of self government in the Dominions. The present volume is intended equally for the general reader and the colonial administrator.
