The first of these will be Mr. Wight's book upon the Gold Coast. Mr. Wight's brilliant study in this volume is introductory. These councils cannot be understood apart from the long and complex evolution of the institution which began in the earliest days of colonization in America and ran parallel with the development of self government in the Dominions. The present volume is intended equally for the general reader and the colonial administrator.
