The guiding light. throughout the study is Recommendation (85) 11 of the Council of Europe. The Recommendation contains 16 guidelines on the way the criminal justice authorities should treat victims in the course of criminal proceedings. The study examines the implementation of these issues in Austria, Belgium, Cyprus, Denmark, England and Wales, France, Germany, Greece, Iceland, Italy, Ireland, Liechtenstein, Luxembourg, Malta, the Netherlands, Norway, Portugal, Scotland, Spain, Sweden, Switzerland and Turkey. The study also gives excellent insight into the criminal justice systems of these countries. For each jurisdiction, the basic principles of justice and the sources of criminal law and procedure are indicated, preceded by a description of the organization and functioning of the investigating and prosecuting authorities, the judiciary, and their criminal justice partners.
